How it works

From the parcel to the district, in one place.

SwiftAppraise has two tracks: write the FDOT right-of-way appraisal, or review another firm's and issue the RAS. Both end the same way: a second reviewer approves, and the package goes to FDOT.

Track 1

Appraisal

Your firm writes the FDOT right-of-way appraisal for the parcel.

The Comparables step: qualified sales from Orange County Property Appraiser records with sale price, date, size and price per square foot
  1. 1

    Subject property

Parcel number, county, address, owner and land use. The FDOT district follows from the county.

  2. 2

    Property photos

At least six labeled site photos (front, rear, both sides, street, interior), plus location, survey and flood zone maps if you have them.

  3. 3

    Descriptions and market data

Site and improvement descriptions and the market area analysis.

  4. 4

    Comparable sales

Search qualified sales from the county Property Appraiser's public records, for any of Florida's 67 counties, or enter a sale yourself. Every comp stays editable.

  5. 5

    Valuation

Reconcile the approaches to a value. Figures round to whole numbers throughout.

  6. 6

FDOT information and cost to cure

Item/segment, state road, area of the take, taking type and access impact, then itemize any cost to cure.

  7. 7

    Disclosures and the report

Record prior services, present interest and party relationships, review everything, and generate the appraisal report PDF.

Track 2

Review (RAS)

Your firm reviews another firm's appraisal and issues the Review Appraiser's Statement.

The Data & Reviewer Values step showing the appraisal's purpose, dates, area of take, land and cost to cure
  1. 1

    Project info

Parcel, county, district and the FDOT item/segment for the appraisal you are reviewing.

  2. 2

    Upload the appraisal

Add the other firm's appraisal report as a PDF.

  3. 3

    AI analysis

SwiftAppraise reads the report and pulls out the figures: purpose, dates, area of take, land, improvements, damages, cost to cure.

  4. 4

    Data and reviewer values

The reviewer checks every extracted value against the report, corrects anything that is off, and enters their own concluded values.

  5. 5

    RAS preview

Preview the Review Appraiser's Statement on FDOT Form R/W 1/1/14, with FDOT's exact certification wording and the recommended compensation.

Approval and delivery

  1. 01

    Submit for approval

The preparer submits the finished package to the firm.

  2. 02

    Second reviewer decides

Another certified reviewer approves it, putting their certification number on the RAS, or sends it back with a note.

  3. 03

    Download or email the .zip

Download the package, or email it as a .zip to the FDOT district contact.

  4. 04

    Delivered is final

A delivered package is locked. Sending again re-sends the same approved package.

One firm never does both for a parcel.

A review only means something if it is independent. So if your firm appraised a parcel, it cannot review that parcel's appraisal, and if it reviewed one, it cannot write the appraisal.

You don't have to track this yourself: SwiftAppraise checks every new project and stops the conflicting one.

FAQ

Questions firms ask

How does the free trial work?

The trial covers 3 finished packages over 14 days, with no credit card. Verify your email, set a password, name your firm — about a minute — and you land on your dashboard.

What does it cost?

$399 a month, or $3,990 a year billed annually, for the whole firm: unlimited users · unlimited ras and appraisal packages.

Who approves a package?

A second certified reviewer in your firm, never the person who prepared it. They approve it (their certification number goes on the RAS) or send it back with a note for changes.

What does FDOT receive?

One .zip package: the approved report and its documents. You can download it, or email it from SwiftAppraise to the FDOT district contact. Once delivered, the package is final.

Where do the comparable sales come from?

The county Property Appraiser's public sale records, as filed with the Florida Department of Revenue, for all 67 Florida counties. Those files are published once or twice a year, so check the Property Appraiser's website for the newest sales and verify every sale against the deed. You can edit any comp or enter one yourself.

Can my firm appraise a parcel and also review it?

No. For any one parcel your firm does the appraisal or the review, never both. SwiftAppraise enforces this.

Who is responsible for the report?

Your reviewers are. SwiftAppraise extracts figures and assembles the forms; the reviewer checks every value and the approving reviewer signs off.
